State Government offered only RM520 million to Eco World

SHAH ALAM, 29 Aug: The Selangorku housing project offered to Eco World is only RM520 million after a detailed study was carried out by the committee, assisted by the Independent Checking Engineer (ICE).

The Chief Minister’s Communication Executive, Shazni Munir Mohd Ithnin, said that the amount is based on the reasonable cost of the contract offered.

He said that all parties also agreed that any savings on the cost of the contract will be counted as profit sharing.

“If there is an increase in the cost, the excess will be borne entirely by Eco World. In fact, the Selangor Housing and Property Board (LPHS) will inform about the cost paid to the contractor (Eco World) so that the financial transaction can be analysed by the public, in addition to maintaining the concept of transparency and honest governance,” he told Selangor Kini.

Shazni said that on the whole, the project is expected to be fully completed by the end of 2020 and will be conducted in three phases of development involving 2,496 houses.

“For Phase 1, the project will begin in January 2015 to December 2016 (20 months). Phase 2 will start in May 2015 to 2018 and Phase 3 will begin in January 2016 to December 2019,” he said.

Shazni said that the State Government, at the last Assembly session, approved an allocation of RM100 million for the construction of Affordable Homes.

He said that the allocation of RM100 million will be used as the working capital that is managed and implemented by LPHS to build more Affordable Homes in the future.

He said after identifying the concept of building Affordable Homes that is faster, cheaper and of high quality, the State Government finally agreed to adopt the concept of Pre-Fabricated – Industrial Building System (IBS).

“Then, a series of discussions were held with more than five construction companies that are directly involved with IBS.

“Apart from that, LPHS also visited the project sites, as far as Bangkok and Singapore, to personally see the construction operation, the production quantity and quality produced by these construction companies,” he said.

In relation to that, the State Government decided to adopt the IBS technology which is owned by Eco World Development Group Berhad.

“The decision was made as the company was also experienced in developing Affordable Homes in large quantities (inheriting about 80 percent of experts from SP Setia Berhad Group) and using the IBS concept which is the pre-fabricated concept at constructions sites that can save on transportation costs,” he said.

He was responding to allegations by some people saying the business of the Chief Minister of Selangor, Tan Sri Abdul Khalid Ibrahim, with the private sector, including housing projects for the poor, is suspicious.
