KLANG, 13 Oct: Chief Minister Tan Sri Abdul Khalid Ibrahim welcomes the views of Opposition Leader Datuk Seri Anwar Ibrahim on the management of State Government funds under his administration.

In fact, Abdul Khalid said criticism is a healthy practice which is cultivated by the Pakatan Rakyat leadership.

“That is normal, we (Pakatan Rakyat) always encourage discussion and the celebration of opinion,” he said.

Yesterday, while speaking on the open stage at a forum regarding the Auditor General’s 2012 Report in Petaling Jaya, Anwar said that Abdul Khalid had failed to make good on the state’s revenue and instead was proud to have surplus funds was a normal criticism.

Instead, Anwar likes the Chief Minister of Penang, Lim Guan Eng’s way, and examples of PR leaders who successfully managed a balanced budget.

Replying to Anwar’s view, Abdul Khalid said the process of accumulating surplus funds by the state government was something difficult to achieve and a careful strategy was necessary to expend the money.

“What sets it apart is the fund management strategy (between Selangor and Penang). I think that it is very difficult to raise funds compared to spending funds,”

“In Selangor, the spending of funds is done meticulously so that the people know where their money is being spent,” he explained to TVSelangor after handing over cows for the Aidiladha sacrifice at Masjid Kampung Pendamar, Klang.

CM: Train Youths to Repair Aeroplanes

KLANG, 13 Oct: The State Government will be organising training in maintenance and reparation of aircraft mechanical equipment to youths in rural areas.

Chief Minister, Tan Sri Abdul Khalid Ibrahim said, the programme aims to give exposure to new careers as well as enhance the skills ability among youths.

“Not only does it provide additional skills, but it also helps to create job opportunities with a good income for the youth of Selangor.

“With the certificates they receive in the training, they would have the opportunity to work with aircraft maintenance companies,” he said.

He said this to TVSelangor after presenting the sacrificial cattle in a simple ceremony at the Kampung Pendamar Mosque today.

Elaborating, Abdul Khalid said that the State Government is working with a company from Switzerland for this purpose.

“The company from Switzerland will start operating in January next year.

“The company owns a building in Shah Alam and approval in relation to this training is expected to be approved by next November,” he explained.

He added that the State Government will deal with all village heads across Selangor to track youths with the potential to be developed in the programme.

“We will hold a meeting with all heads of villages so that these village heads can recommend youths who are still unemployed to be incorporated into the programme,” he said.

Selangor Distributes 753 Sacrificial Cattle in Conjunction with Aidiladha

SABAK BERNAM, 10 Oct: The Selangor Government has donated 753 cattle worth RM2,259,000 to be distributed to every district, mosque and Assemblymen in the state.

Chief Minister, Tan Sri Abdul Khalid Ibrahim said that most of the 200kg cattle were obtained from local farmers including the PKPS Livestock Farm Sdn Bhd and some were imported from Thailand.

It was funded by the Selangor State Development Corporation (PKNS), Permodalan Negeri Selangor Bhd (PNSB), Worldwide Holdings Berhad (WHB), Kumpulan Darul Ehsan Bhd (KDEB), Kumpulan Semesta Sdn Bhd (KSSB), Perbadanan Kemajuan Pertanian Selangor (PKPS) and Menteri Besar Incorporated (MBI).

In conjunction with the Aidiladha celebration, he said, PKPS has been entrusted to manage the distribution which is scheduled to begin simultaneously in all districts from 12 October till 14 October.

“Among the monitoring jobs PKPS is conducting is the tagging of each cow to prevent confusion at the delivery location. This monitoring will be done by 28 PKPS staff,” he said.

He said this at the Opening Ceremony of the Sacrificial Cattle Presentation 2013 at the PKPS Farm in Jeloting Jati. He also visited the cattle ranches constructed by PKPS.

Also present was the PKPS Group General Manager, Ali Ahmad and the Executive Councillor in charge of Agriculture Modernisation, Sallehen Mukhyi, as well as two other Excos, Dr Yunus Hairi and Dr Daroyah Alwi.

Selangor Opposition Leader Receives Allowance and Privileges

SHAH ALAM, 10 Oct: For the first time in the state’s history, the state government will be giving allowances and benefits to the Opposition Leader of the Selangor State Assembly (DNS) as an acknowledgement of the importance of this position in a democratic government.

Chief Minister, Tan Sri Abdul Khalid Ibrahim said the decision was made taking into consideration that the Opposition Leader is an important component in a government which practises democracy, to play the check and balance role to the ruling government.

With this, the Opposition Leader will receive a fixed allowance, driver’s allowance, executive secretary allowance and a government official car and other allowances amounting to RM8,620 per month. Allowance payment is also in line with the remuneration paid to the opposition leader in the Parliament under the Members of Parliament (Remuneration) Act 1980.

“This importance could be seen, for example, when priority is given to the opposition leader to debate first after a bill is tabled in the state assembly and debate the motion of thanks for the Sultan after the Chief Minister,” he said after the Selangor State Executive Council Selangor (MMKN).

The State Executive Council convened on 9 October will be considering and approving additional privileges which will be implemented under Section 5 of the Members of Administration and Members of the State Assembly (Remuneration) Enactment 1980.

This approval will be enforced after it is tabled at the Third Meeting of the First Term of the 13th State Assembly which is expected to convene on 19 November.

“It is also in line with the Pakatan government’s desire to plant and inseminate genuine democracy in this country to provide equality or rights for the welfare of the people,” he said.

Teng – Urban Agriculture Concept the Best Formula

SHAH ALAM, 1 Oct: The State Government will formulate am Urban Agriculture (UA) concept in a series of meetings involving the Chief Minister, Tan Sri Abdul Khalid Ibrahim, the responsible Exco Offices, Local Authorities, Offices of Assemblymen and residents which will be held in the near future.

The Executive Councillor for Local Government, Studies and Research, Datuk Teng Chang Khim said that the meeting is aimed at finding a formula to adopt and implement Urban Agriculture holistically, effectively and efficiently.

“Urban Agriculture is a concept that is still in the pipeline. There is yet to be any concrete plans to be developed.

“Therefore, my department and the Chief Minister will hold meetings and discussions with Local Authorities, Assemblymen, Councillors, and residents of the relevant Local Authority areas to find the best formula so that when it is implemented, it will run smoothly,” he said.

The US mentioned by Abdul Khalid at the 2014 Budget Dialogue in Subang Jaya on 23 and 24 September is a response to the rapid urbanisation in Selangor. By 2020, he expects 85 percent of Selangor to become cities.

Driven by the need to ensure continuous food supply, the need to ensure that the source of nourishment for the people is not broken, and to open new income opportunities for the low and medium income earners, Selangor is now joining an initiative to map UA in urban planning.

UA places farming systems, processing and the marketing of vegetables, fruits and fresh meet, as well as agro-based products in zones that have been developed and around the intercity on lands that are publicly or privately owned and community land.

Creating UA infrastructure based on the community means to place local systems for farming, food processing and linking farmers to consumers. In the United States alone, UA programmes from community gardens such as the Seattle P-Patches contributes around USD 1.25 million of agricultural products each year.

“Once we have the concept, we will look at the elements that will be placed in the programme and from these elements, what are the constraints that may be encountered and so on.

“However, it is the State Government’s planning to make the people’s lives more comfortable and peaceful,” stressed Chang Khim.

CM Leads Trade Mission to Three European Countries

SHAH ALAM, 1 Oct: Chief Minister, Tan Sri Abdul Khalid Ibrahim is leading a the Selangor government trade and investment mission to Belgium, Switzerland and Germany which began on 29 September and will end on 7 October.

The mission arranged by the Selangor State Investment Centre (SSIC) aims to attract investment and promote Selangor as a major investment destination in Malaysia to industries and entrepreneurs in Belgium, Switzerland and Germany.

In Belgium, the Selangor government delegation will visit Essenscia which is the Belgian Chemical and Life Sciences Industries Federation representing 800 companies from the sector and will hold discussions with the Managing Director of Essenscia, Yves Verschueren.

The delegation will also visit the Bekaert Company headquarters, a leading manufacturer of steel wire transformation and coatings, the Emulco Company laboratory, and hold discussions with the Chairman of Emulco, Jean Vanhoebost. They will then visit the headquarters of Oleon – an oleochemical product manufacturer which has a factory in Port Klang.

In Switzerland, the Chief Minister and his delegation will visit SR Technics, an aircraft maintenance company, and hold discussions with the Senior Vice President of the Component Maintenance Division, Christof Spaeth.
They will also visit the Zeochem headquarters – high quality molecular sieves and chromatography gels. In addition, the Chief Minister will also be taken to the headquarters of Nestle, a global food manufacturing company, and hold discussions and dialogues with the Swiss Association of Machinery Manufacturers.

The delegation will then go on to Germany and hold meetings with Hensen trade and Invest – a government agency for enhancing trade for the region of Hensen, and visit the Hensen Industrial Area. They will also visit the Wurth Group – a leading manufacturer in assembly equipment such as screws – which has 400 subsidiary companies in 80 countries and hold meetings and dialogues with the Ostwestfalen Chamber of Commerce and Industry.

Also participating in the mission is the Chairman of the Selangor State Standing Committee Investment, Industry and Trade, Ean Yong Hian Wah, the Chief Executive Officer for SSIC, Hasan Azhari Idris, the Assistant Manager of SSIC, Sven Schneider and the Senior Manager for the Selangor State Development Corporation (PKNS) Business Development, Puan Norzila Sidek.

The Chief Minister and the delegation are scheduled to return to Malaysia on 7 October.

CM Congratulates Team on Defending the Sultan of Selangor Cup

SHAH ALAM, 29 Sept: The Chief Minister of Selangor, Tan Sri Abdul Khalid Ibrahim, congratulated the Selangor football squad from defending the 12th Sultan of Selangor Cup after defeating Singapore 3-2 at the Shah Alam Stadium last night.

“Congratulations to the Selangor football team for defeating Singapore in the Sultan of Selangor Cup!” he said through his facebook page last night.

Abdul Khalid accompanied DYMM the Sultan of Selangor, Sultan Sharafuddin Idris Shah who consented to watch the match which featured the two traditional rivals of the Malaysian League some time ago.

In last year’s edition, Selangor re-claimed the trophy with a 3-1 win after defeating Singapore after three-consecutive years of drought.

The team, coached by P Maniam, emerged champions with two goals from import striker Francis Forkey Doe and and one from the import defensive player, Adam Griffith.

Despite struggling with the issue of the resignation of the head coach, Irfan Bakti Abu Salim, the Read and Yellow team played superbly to not disappoint over 50,000 spectators who were in attendance that night.

Team of 11 consisted of Asharuddin Putra Omar, Norazlan Razali, Mohd Amri Yahya, Mahali Jasuli, Adam Griffith, Forkey Doe, S.Kunalan, K.Gurusamy, Mohd nashriq Baharom, Mohd Fitri Shazwan and S.Veenod.

The Selangor team took home the trophy and a cash prize of RM50,000 which was presented by the Sultan after the game.

That night, local football fans were also treated to a game between the Selangor Veterans team and the Singapore Veterans team. Singapore Veterans won 1-0.

State Assets To Be Supervised Carefully

SUBANG JAYA, 24 SEPT: All state assets will be effectively governed to produce profits for the State. These profits, Chief Minister Tan Sri Abdul Khalid Ibrahim explained, will be channeled into people-focused programmes such as the ‘Merakyatkan Ekonomi Selangor’ (MES) Agenda.

His statement was made following the recent discovery of poor management of Selangor assets. In fact, there are no known assets.

“Selangor has unused assets worth RM12 billion. Even if the income from these assets is worthed three per cent, Selangor will only get a revenue of RM360 million,” said Abdul Khalid.

He was adamant that the state asset management should move their assets so that the results can be leveraged. This is because the people will definitely assign blame on the State should the assets fail to generate revenue.

“When it comes to the subject of budget, it is worth remembering that it is not a two-way street of spending and revenue. If we produce no results, how do we spend?” said Khalid, further adding that the people will hold the State accountable if the asset does not generate revenue.

Selangor To Helm Halal Technology

SUBANG JAYA, 24 SEPT: Next year, the State Government will intensify their efforts in exploring the technology field of halal enterprises. This item will be included in the State Budget 2014.

Chief Minister Tan Sri Abdul Khalid Ibrahim said the state government will make an emphasis on the transitions of the halal industry technology, developing skilled groups that can leverage said technology, as well as building business service sectors that are based on that technology.

The establishment of the Selangor Halal Scientific Laboratory is currently being studied to help address the issues of halal certification for local products.

Through carefully implemented strategies, he hoped Selangor will be the future leader of the halal technology industry.

“This idea can easily be executed by us as Selangor has all the necessary advantages and facilities needed,” said Abdul Khalid.

In 2011, the halal market was reportedly worth USD632 billion per year on a global scale. The increase in the income per capita and the halal goods’ clean and safe reputation had excited the high demands from consumers of various cultures and religions.

“We can sell technology, and we can also sell products of the said technology. At the same time, we will also increase the entrepreneurial skills of this explored technology. The market capacity can benefit more than 5.2 million people in Selangor,” said Abdul Khalid.

Free Water Will Be Continued For 10 Years

SUBANG JAYA, 23 SEPT: Free subsidy of 20 cubic meters worth of water will be continued for the next 10 years. Chief Minister Tan Sri Abdul Khalid Ibrahim said the grant will be continued after the restructuring of Selangor’s water industry is completed successfully.

“The restructuring of the water industry currently sees visible light at the end. However, it is still not over and we will continue with this subsidy programme for the next 10 years.

“We hope to solve it because we do not want the most important asset to be managed by people without expertise,” he said in his opening statement at the Budget 2014 Dialogue Ceremony at the Grand Dorsett Hotel, Subang Jaya.

Previously, Abdul Khalid said the restructuring will be completed by December 31st, in line with the Water Services Industry Act (WASIA), 2006.

The matter was decided by the Ministry of Energy, Green Technology and Water in a letter dated 9th September.

Abdul Khalid also said the restructuring will enable the State Government to settle a debt worth RM1 billion with the Central Government.

“After the debt is settled, the State Government’s debt will remain no more than RM200 million.

“Because the state’s reserve is worth RM3 billion at this moment, the state does not have to beg anymore. We can develop the state with this amount,” he said.

Transportation Rebate For Selangor Civil Servants

SUBANG JAYA, 23 SEPT: About 21,766 civil servants will benefit from Selangor’s public transport rebate which will soon be launched by the State Government.

Chief Minister Tan Sri Abdul Khalid Ibrahim said the state government will provide feeder bus station within the public transport network, particularly at the Bus Terminal at Section 1 Shah Alam and the Malaya Railway Station (KTM) in Section 19, Shah Alam to the SUK Building under the Selangor Public Transport Council which will soon be set up.

He said the incentives would include civil servants at the SUK Building and they will be extended to the employees of the Land Office and Local Authorities.

“We plan to provide incentives to the state civil servants to encourage a reduction in vehicle use.

“In addition, we can also help boost the economy of bus companies that are no longer profiting at this point,” he told reporters after officiating the Budget 2014 Dialogue Ceremony at the Grand Dorsett.

The public transportation rebate incentives for the civil servants is included in the implementation of PR’s 13th General Election manifesto through their Five-Year Action Plan.

Selangor Budget 2014 Is People Friendly

SUBANG JAYA, SEPT 23: The Selangor State Government is formulating Selangor Budget 2014 by taking into account the will of the people through their discussions with community leaders during a dialogue session held at the Hotel Grand Dorsett Subang Jaya, running from today till tomorrow.

Chief Minister Tan Sri Abdul Khalid Ibrahim said the discussion is vital for the implementation of Selangor Budget 2014 in accordance with the needs and wishes of the people. Prior to this, the State Government had also carried out a similar dialogue to discuss the implementations of PR’s 13th General Election Manifesto (GE-13).

The feedback from the dialogue was included in the Five Year Action Plan.

“We run discussions in order to get feedbacks from community leaders such as village heads, Members of the Council, Members of the Legislative Assembly (ADUN), Members of Parliament, lecturers et cetera to discuss Selangor Budget 2014.

“We took the will of the people into account even though they know that the result of state budget is restricted between RM1.4 to RM1.6 billion,” he told reporters after opening the Budget 2014 Dialogue Ceremony here.

Abdul Khalid said emphasis on a balanced budget is his administration’s top priority. Any programmes and action plans will be drawn up based only on budget limits and in accordance with the State Government’s revenues.

“For Selangor, the budget should be balanced without any deficit spending. What we produce is what we can use,” he said.

In his speech, Abdul Khalid said the state government wanted to close the acquisition of the state’s water industry by December this year.

Equally important is the distribution of water shares to the people of Selangor should the acquisition be successful.

Meanwhile, Abdul Khalid also said that the 20 cubic metres of free water scheme could go on for another 10 years with the acquisitions.

Recognising the problem of housing for people of low and moderate-income, the construction of Affordable Homes in Selangor will be boosted via the new Affordable Quality Homes (AQH) policies, along with the semi-autonomy role delegated to the units under Selangor Housing and Properties Board’s responsibilities.

Among other purposes that were given emphasis is building an Integrated Database for all funded programmes, including the State Government’s statistical assistance recipients and beneficiaries of the State’s People-Based Economy agenda (MES), the listing of new programmes, and improving details of existing programmes.

To help boost entrepreneur economy, all entrepreneurial activities and programmes will be centralised under the State Entrepreneurship Centre as a one-stop agency for local entrepreneurial development, and thus increasing community programmes funded by the State Government.

The State Government will also undertake a comprehensive survey before establishing Selangor’s Scientific Halal Laboratory, which aims to address the issues of halal certifications for local products.
