PJ towards a sustainable and prosperous city

PETALING JAYA, MAY 24: The Petaling Jaya City Council (MBPJ) wants a well though-out development plan including infrastructural facilities in the city.

Petaling Jaya Mayor, Dato’ Mohd Azizi Mohd Zain said it includes recreational area, public facilities in residential areas, network of new roads or road upgrading and public transportation services.

He said, the initiative is implemented to drive towards a sustainable and prosperous Petaling Jaya with quality infrastructure and public services.

“Some of the Mercer Quality of Living criterias seen as most relevant to Petaling Jaya are public transportation, recreation, housing and economy (commercial).

“Following that, the development plan approved in the OSC Committee is a strict review on various matters including the provision of public transportation for example the Free Bus Service Voluntary Contribution and First-Mile Last-Mile Plan for Public Facility Users.

“MBPJ also continuously facilitate infrastructure development for Light-Rail Transit System (LRT) and the Mass-Rail Transit System (MRT),” he said during a Monthly Meeting.

The Mercer 2017 Quality of Living Ranking for 231 cities issued by Mercer consultation firm last March 14 revealed Vienna on the highest rank.

Meanwhile, the global ranking in Southeast Asia are Singapore (25), Kuala Lumpur (86), Johor Bahru (103), Bangkok (131), Manila (135) and Jakarta (143).

At Asia level, the five best cities are Singapore (25) and four cities in Japan which are Tokyo (47), Kobe (50), Yokohama (51) and Osaka (60).

Mercer rates cities in the world based on 10 criteria namely public transportation, recreation, housing, the economy, health services, politics and social, education and consumer goods.

Singapore was ranked first in Southeast Asia in the Mercer Quality of Living this year for its world-class infrastructure, sustainability, decent housing and less natural disasters.

MBPJ scored 80% in audit management system

PETALING JAYA, MAR 3: Petaling Jaya City Council (MBPJ) scored 79.74% in Public Services Internal Audit System last year.

Its Mayor, Dato’ Mohd Azizi Mohd Zain said the score falls under a category which needs monitored improvement.

He said, the assessment was based on five indicators which are Practice Value Records, Ideal Value Index, Personal Value Index, Organisational Value Index and Customer Feedback Index.

“Based on indexes obtained last year, the score for Organisational Value Index was 65.21%, most unsatisfactory based on the overall MBPJ Value Index score.

“The index is used to measure the perception from officers or employees on organisational behaviour,” he said in an MBPJ meeting recently.

In this regard, Mohd Azizi hoped that Departmental Heads can foster and increase programmes that emphasize positive behaviours in organisations.

He said, negative behaviours need to be reduced to increase positive perceptions among MBPJ officers and employees.

“Various effort and welfare programmes are provided by MBPJ such as MBPJ clinic, panel clinics, insurance, staff quarters, rest houses, Ramadhan contribution, Eid contribution, Best Service Award and many more.

“I really hope that MBPJ can attain a higher score in this Internal Audit compared to last year,” he said.

MBPJ provides ez-pay mobile counter

SHAH ALAM, MAR 3: The Petaling Jaya City Council (MBPJ) is providing ez-pay mobile counters throughout the month of March to ease the crowd in its headquarters during peak period.

MBPJ Corporate Communications Unit said that this is also done to ensure the public can make payments effectively.

“Besides that, it also hoped that this initiative will encourage and facilitate the public to come to the mobile counters close to where they live,” he said.

Among the locations for these counters is in SS24 near Pasar Pagi Taman Megah which will be opened from March 4 to 10, from 10 am to 3 pm.

Other locations are in SD 12/1 from March 11 to 17 and Apartment Flora Damansara Petaling Jaya Utara (PJU8) from March 18 to 21.

Next location is in SS6 near Giant from March 22 to 24 and in Petaling Jaya Utara 10, Damansara Damai from March 25 to 31.

“We hope that with this announcement, all dealings and planning will run smoothly.

“Hopefully the ex-pay counters can facilitate the public,” he said.

Persiaran Barat PJ temporarily closed

SHAH ALAM, JAN 19 : Petaling Jaya City Council (MBPJ) will temporarily close the route towards Persiaran Barat from the direction of Kuala Lumpur and a part of Jalan Utara, beginning February 15 until March 14.

MBPJ Corporate Communications Media Unit Secretariat said in a statement, that the closure is made to conduct a Persiaran Barat Road Users Safety Study.

Based on the statement, the closure is a part of recommendations by the Road Safety Consultant previously appointed by MBPJ.

“A road divider will be placed on Jalan Timur (next to Amcorp Mall) from the Jalan Timur flyover to the TNB building.

“Road users heading towards Amcorp Mall and in a similar direction, may continue onto the Federal Highway and take the flyover near PJ Hilton.

“Road users may also make a turn on the flyover towards Federal Highway heading to Kuala Lumpur, and come back up on the Jalan Timur flyover and head to Amcorp Mall safely,” said the statement.

Road users are advised to follow the road signs and directions from traffic officers to ensure smooth traffic flow.

PJ residents receive 75,000 free rubbish bins

SHAH ALAM, JAN 15: As many as 75,000 orange plastic rubbish bins will be distributed to residents within the jurisdiction of the Petaling Jaya City Council (MBPJ) under the free bin programme this year.

MBPJ Waste Management Department Director Lee Lih Shyan said the free rubbish bin programme is estimated to cost RM7 million.

“The 120-litre rubbish bin will only be distributed to landed property owners with Kampung Cempaka New Village being the first area to receive 400 rubbish bins.

“This effort is to maintain the cleanliness in MBPJ areas,” he said in a statement.

Residents who receive the free bins need to bring a copy of the assessment tax and also IC that has the appropriate address.

Each residence will receive one rubbish bin.

MBPJ welcomes contribution for PJ City Food Bank

SHAH ALAM, JAN 5: The Petaling Jaya City Council (MBPJ) welcomes companies, food manufacturers, supermarkets and hotels to contribute food items to the PJ City Food Bank that it is implementing.

In a media statement, MBPJ said any contribution will be distributed to welfare homes and homes for the elderly, orphans and disabled in its administrative area.

“PJ City Food Bank is an initiative under the Petaling Jaya Local Agenda 21 Programme, therefore we welcome everyone including volunteers to jointly make it a success,” it said.

Mayor Dato’ Mohd Azizi Mohd Zain said that the programme will be extended to school children especially in areas of majority low-income residents.

Since its implementation, PJ City Food Bank has succeeded in distributing 49.71 tonnes of food and drinks to 1,733 residents in 64 welfare homes across Petaling Jaya.

On June 23, MBPJ signed a cooperation agreement with Bank Rakyat extending sponsorships and donations for the programme.

RM19,295 for crow-shooting participants

SHAH ALAM, DEC 28:  A total of RM19,295 have been paid to participants who managed to shoot 3,859 crows in Kempen Tembak Gagak 2016, on December 23.

Petaling Jaya Deputy Mayor Johary Anuar said the winning team took home cash of RM5,535 for 1,107 crows; while the second team won RM2,860 (572 crows) and the third won RM2,570 (514 crows).

He said the campaign was part of Petaling Jaya City Council’s (MBPJ) efforts to reduce the crow population.

“Every year MBPJ receives many complaints from the public for disturbances by these crows, including health issues and dirtiness in housing and business areas as well as on vehicles.

“22 complaints were received in 2012, 28 complaints (2013), 33 complaints (2014), 30 complaints (2015) and 12 from January to July (2016),” he said.

Johary said the dead birds were sent to the Solid Waste and General Cleaning Management Department for disposal.

The campaign which ran for three weeks in August, started at 6.30 am until 7.30 pm.

MBPJ had offered participants RM5 for each crow shot.

In 2015, a total of 5,162 crows were shot and MBPJ paid RM25,810 to 32 shooters.

Petaling Jaya to be crime-free

SHAH ALAM, DEC 23: The Petaling Jaya City Council (MBPJ) is consistent in playing its part as a responsible local authority in creating a safe and peaceful environment for its community.

Its Mayor, Mohd Azizi Mohd Zain said the initiatives are implemented through Petaling Jaya Safety Master Plan, which focuses on four main components.

He said, the four components are, environmental, infrastructure and digital security as well as security management.

“Some of the programmes and projects include turning ‘blackspots’ into safe areas, which have been implemented since 2013 under the Crime Reduction National Key Results Area (NKRA).

“At council level, the implementation is through the safe city physical project five immediate steps which are lightings, separation between pedestrian lane and motor lane as well as installing safety mirrors.

“Besides that, further efforts include installing billboards with warning against crime and providing lockable motorcycle parking areas,” he said in a statement in conjunction with the 12/2016 Council Meeting.

He said, the areas involved in the project so far are Kampung Lindungan, Petaling Jaya Selatan 6, Pangsapuri Damar and Mentari Business Park, Petaling Jaya Selatan 8.

“These areas were chosen based on the information generated by the Safe City Monitoring System (SPBS) which show them as having high crime cases of motorcycle theft, burglary and robbery.

“The selection was also agreed and approved by the Royal Malaysian Police and the Unit Khas NKRA Bandar Selamat JPBD,” he said.

MBPJ actively removing abandoned vehicles

PETALING JAYA, OCT 12: The Petaling Jaya City Council (MBPJ) is now actively carrying-out an operation to remove abandoned vehicles in Petaling Jaya area.

The Corporate Communication Unit Media Secretariat said in a statement that the operation is to curb the spread of aedes mosquitoes, to address the problem of blocked parking lots as well as to prevent other inconveniences to the community.

He said, the operation is carried out by the Enforcement Department and the Engineering Department and is scheduled everyday targeting hot-spots.

Among areas targeted are PJS1-10, SS2, SS3, SS7, SS9A, SS20, S21, SS22, SS24, BU6, BU11, PJU10, PJU1A, PJU7, PJS1, SD 1, SD5, SD 9, SD12, Seksyen 6 Kota Damansara and Seksyen 11 Kota Damansara.

“MBPJ has identified that among reasons owners abandon their vehicles is the inability to bear high repair costs.

“These vehicles are usually either stolen, have loan settlement issues with the bank or are accident vehicles with claim issues with insurance companies.

“Some vehicles are also left in workshops due to difficulties in finding spare-parts or the parts are too expensive,” he said.

For the record, so far MBPJ have towed 699 vehicles while 573 vehicles were removed by their owners. Meanwhile, in 2015, 370 vehicles were towed by MBPJ and 387 were removed by owners.

As of September 2016, 292 abandoned vehicles have been disposed while another 220 are in the disposal process.

“These towed vehicles are brought to the MBPJ storage depot at Seksyen 26, Shah Alam with a size of 117,612 km sq or equivalent to 2.7 acres.

“The total number of vehicles in the depot currently is 748. It can only contain up to 750 at any one time,” he said.

MBPJ has given a one-month notice to vehicle owners based on data provided by the Road Transport Department (JPJ).

At the same time, MBPJ has also sent a letter to the Police to check if these vehicles are involved in any Police cases.

“If there are no claims made by the owners, MBPJ will forfeit the vehicles before the disposal process.

“The owners will be fined RM250, towing cost of RM250 as well as other costs of RM100,” he said.

Following that, MBPJ has called on all residents to report on any abandoned vehicles in Petaling Jaya area.

Meanwhile, for everyone’s convenience, workshop owners are reminded to adhere to the law and not block any parking lots.

For the record, this operation has been in place since 2014 to address the above mentioned issues.

Actions have been taken according to the provision in the
the Road, Drainage and Building Act 1974 (Act 133) Section 46 (1) (e) on placing or the cause of placing wooden items, scrap iron, abandoned cars or any part thereof, waste materials or objects or other items in any public place.

The provision in the Local Government Act 1976 (Act 171) Section 101 (1) (v) states to do all things necessary for public’s safety, health and convenience.

MBPJ condemns ‘drug ad’ tempered by irresponsible party

SHAH ALAM, OCT 11: The Petaling Jaya City Council (MBPJ) has criticized the irresponsible party that has been circulating an advertisement, which has been tempered with, in its area.

“The Council strongly condemns the action of this irresponsible party who have caused this misunderstanding and tarnished the Council’s reputation.

“MBPJ hopes that the public will not be easily misled and spread the image with the belief that the council could approve such an ad,” MBPJ posted on its Facebook account.

It seems that the ad was approved by MBPJ earlier based on conditions set by the State Government.

However, the copies were tempered with recently, which ultimately created an unpleasant situation when it was circulated.

Ghandi Miv is among the social network users who demanded the individual who intentionally created the provocation to be brought to justice and penalised accordingly.

“The irresponsible party should be brought to justice as a lesson for him not to repeat his immoral action and for others not to do the same,” he said.

Any placement or modification of advertisement is legislated under the Advertisement By-laws (7) 2007.

Pokemon Go: MBPJ issues 200 fines for disruption of public order

SHAH ALAM, SEP 7: Petaling Jaya City Council (MBPJ) has been issuing approximately 200 fines daily to Taman Jaya park visitors for violating traffic rules for the sake of playing the smartphone game, Pokemon Go.

MBPJ Mayor Mohd Azizi Mohd Zain said that most of the fines were issued for illegal parking by the road side and obstructing traffic flow.

He said that visitors should be more aware and not be selfish as their actions cause inconvenience to others.

“We are not stopping people from playing the game in the park, however they need to abide the rules and not disrupt public order.

“Therefore, visitors are advised to park their cars at the designated car park area and not to obstruct the way in the residential areas or the main road,” he was quoted as saying by Harian Metro.

MPBJ plans improvements to overcome traffic congestion at Jalan Utara

PETALING JAYA, AUG 26: The Petaling Jaya City Council (MPBJ) will overcome traffic congestion in Jalan Utara in stages through a few planned improvements.

Bukit Gasing Assemblyman R Rajiv said the local authorities have decided to recall consultants to do research and suggest solutions for the aforementioned problem in a meeting last week.

He said, the now one-way Jalan Utara traffic area is concentrated as there are many offices and factories at the Jalan 223 and Asia Jaya Light-Rail Transit (LRT) Station junction.

“An alternative that was brought up is to build an overhead bridge in front of the LRT Station to replace the existing zebra crossing.

“It will require a new budget and will be discussed with MBPJ and Prasarana Berhad as it concerns the LRT,” he said to the media on August 26.

He also informed that a discussion will be held in the near future with MBPJ to implement slight changes to the existing traffic light in order to reduce congestion.

He said that congestion at the one-way area occur due to vehicles coming from the Federal Highway and Jalan Barat direction, which meet at the entrance of Jalan Utara.

“The rather high number of vehicles worsened the congestion at the Jalan 223 junction towards the front of Asia Jaya LRT Station. The traffic congestion also occurs due to the high number of people using the zebra crossing here,” he added.
