Landslide Monitoring Hotline

SHAH ALAM, 12 Dec: Following heavy rains occurring almost every day, the State Government has taken the initiative to provide a hotline to ease the public in monitoring and to report any early signs of possible landslides in the state.

Chief Minister, Tan Sri Abdul Khalid Ibrahim said that the toll free number, 1-800-88-2824, will be operational beginning Monday by providing the public the facility of reporting any incidents or in providing information regarding movements of land in their areas.

According to him, all complaints will be notified immediately to the Local Authorities (PBT) and other authorities to carry out further investigations.

“The public will be able to report should they find water coming out of the surface of the ground or slopes; fences; retaining walls and trees that are leaning or have fallen; cracks growing on the surface of slopes or pavements such as roads and vehicle routes; leaking underground pipes or stairs having gaps,” he said.

This was said by Abdul Khalid to reporters in a press statement after chairing the Executive State Council conference at the State Secretariat Building (SUK), today.

In the meantime, he also advised local residents, especially those living in high risk areas such as on slopes and hills, to provide an early warning system within the community including relocation plans in the event of landslides.

“The State Government is concerned about the safety of the people and is advising the people of Selangor to become more aware of any changes around because early preparation can save lives and property,” he added.

CM: Support PR for Development Spur

SUNWAY CITY, 9 Dec: Chief Minister, Tan Sri Abdul Khalid Ibrahim urged the people to continue to support the Selangor Pakatan Rakyat (PR) leadership in order to spur the development of the state in a time of peace and joy.

According to him, as a big family, people Selangor cannot be ignored in any kind of development because every success achieved by the state is a success for all.

“I hope that you will all support us so that we can make this state a state for all.

“This celebration (event) is part of the people of Selangor because it (Selangor) is multi-racial.

“(The celebration) not only unites the people of Selangor, but we are (part of) a big family.

“(So) we do not want to leave them behind in the development of the state because of our success is the success of everyone,” he said during the Selangor State Level Christmas Day Celebration at Sunway Pyramid Resort here yesterday.

He added that the State Government will definitely implement various forms of development, with full responsibility, including the completion of projects abandoned by the previous Umno-BN administration.

“We have a balanced budget (for 2013), but we also have a huge government savings reserve of more than RM2.5 billion.

“On of the purposes of this reserve is to be used on the people of Selangor.

“The State Government has allocated not more than RM500 million for the development of the people of Selangor through the construction of the new bridge in Klang.

“I believe that the people of Klang will get the bridge that was promised by BN on the 4th of March 2008. We will do this for the people.

“We will build the same bridge, with the same model and expenses not exceeding RM200 million,” he said.

Also present at the celebration were Selangor Excos,Dr Xavier Jayakumar, Elizabeth Wong, Ean Yong Hian Wah, Klang MP, Charles Santiago, Subang Jaya Assemblywoman, Hannah Yeoh and Rawang Assemblywoman, Gan Pei Nei.

At the same event, Selangor Executive Councilor, Dr Xavier Jayakumar represented the Chief Minister in presenting the ‘Non-Islamic House of Worship Fund’ worth RM30,000 to the Church of Shekinah Glory.

In addition, contributions were given to four schools which are to the SJKT Puchong PTA with a total of RM30,000, SJKT Ladang Tumbok PTA, Sepang, RM15,000, SJKT Teluk Merbau Sepang PTA, RM15,000 and RM10,000 to the SJKT Tun Sambathan PTA of Petaling Jaya.

Not left out were nine welfare homes where each home received a contribution of RM2,500.

PR Leaders Need to Emulate BJ Habibie’s Principles

SHAH ALAM, 6 Dec: Leaders of the People’s Alliance (PR) have been advised to take lessons from the experiences of Prof Dr Bacharuddin Jusuf Habibie who was the 3rd and Former President of the Republic of Indonesia.

Bacharuddin Jusuf, better known as BJ Habibie, took over the reins of the republic when it was suffering political and economic crisis in 1998.

Anwar said that PR leaders should emulate Habibie who had released all political prisoners on the first day he became president.

Habibie also gave freedom of expression, association and free media – principles that were constrained during the reign of the previous president,General Muhammad Suharto.

Anwar said that Habibie had released all political prisoners because he was driven by a sense of responsibility and Islam.

“How did he, within a day, order the military and police to release all political prisoners? If he had followed protocol, he could not release the prisoners.”

“But it is because of his beliefs, thoughts and his understanding of the suffering of the people. His goal is justice for all.

“Therefore, he also freed the media. If reformation is wanted with little effort, then a pinch of experience is very important,” he said in his speech at the social event, ‘Dinner with BJ Habibie’.

Also present were Minister of Selangor, Tan Sri Abdul Khalid Ibrahim, PKR president Datuk Seri Dr Wan Azizah Wan Ismail, members of the State Executive Council, and the Selangor Members of Parliament.

Meanwhile, Abdul Khalid said that the small sized BJ Habibie has become a source of inspiration and motivation among politicians in the country.

If success is wanted, the two areas that should be brought into focus is knowledge to secure one’s career, and strong political principals to prioritise the human rights of citizens in realising democratic principles.

“Mr BJ Habibie had gone into politics not to be rich or for power but as a ‘thank you’ to his country and parents.”

“This is also something in common with the real purpose of my entering into the world of politics,” said Abdul Khalid.

Status Report of Water Supply in Selangor This Wednesday

SHAH ALAM, 3 Dec: The State Government will reveal the status report on Selangor’s water supply on Wednesday shortly after the Exco Meeting, said Chief Minister Tan Sri Abdul Khalid Ibrahim.

Abdul Khalid said that the status is based on observations by the Water Monitoring Committee headed by State secretary Datuk Mohd Khusrin Munawi.

“We will give credence to the Committee to make a study in addition to receiving a report from the Selangor Water Supply Company Sdn Bhd (Syabas), which became one of the agencies.

“It could be that this Wednesday, after the Exco Meeting, I will give the final status of the distribution of water throughout Selangor, “he told reporters after launching Innovation Day 2012 at Silver Jubilee Hall, here, today.

While commenting on the disruption of water supply which hit a large number of people in the SS15, Subang Jaya area, Abdul Khalid said he would refer the matter to Mohd Khusrin for further action.

Yesterday, TV3 reported that a large number of people in SS15, Subang Jaya have been facing a prolonged disruption of water supply since the past two weeks.

Five District and Land Offices Receive RM 200,000 Incentive

SHAH ALAM, 3 Dec: Five Selangor District and Land Offices managed to record the highest percentage and amount of Quit Rent revenue over the past year.

The Petaling District and Land Office achieved the overall highest total Quit Rent revenue of over RM 156 million, while the highest percentage of Quit Rent collection was dominated by the Klang District and Land Office, followed by Gombak, Sepang and Kuala Selangor.

Accordingly, the State Government delivered cash incentives amounting to RM 200,000 to the five District and Land Offices which had achieved the set target.

Chief Minister Tan Sri Abdul Khalid Ibrahim said the incentives are given based on three aspects, namely the percentage of current Quit Rent collection exceeding 95 percent, target Quit Rent areas exceeding 75 percent, and the highest amount of Quit Rent revenue collection.

“Previously we only give RM 100,000 to any district office which achieves the 95 per cent target.

“But this time we added a lot of incentives due to the outstanding record of tax collection by many district offices,” he told reporters after launching Innovation Day 2012 at Silver Jubilee Hall, State Goverment Secretary (SUK) today.

The celebration was held to promote innovative culture in public service, recognizing the excellence of departments and their staff as well as creating an appropriate reward system for excellence achieved.

The seven awards and recognition given are:

1) Selangor State Government Office Library Active Book Borrower Award 2011, which was won by Selangor Land and Mine Office Officer Maimunah Abdul Sukor

2) Recognition of Website Innovation – Klang Municipal Council and the Kajang Municipal Council

3) Recognition of Local Authority (PBT) Star Rating System – Subang Jaya Municipal Council (four stars) and Kuala Langat District Council (three stars).

4) Public Service Innovative and Creative Circle (KIK) Convention – Selangor was reresented by PK Tech Group of Ampang Jaya Municipal Council and Una Voce Group of Selayang Municipal Council.

5) District and Land Office Quit Rent Revenue Performance of the Year 2011 – Petaling District and Land Office

6) Selangor Public Sector Innovation Award – Selangor Department of Irrigation and Drainage (JPS)

7) Excellent Office Management and Administration – Kuala Langat District Office.

MB: New MBPJ Mayor to be Announced at Year End

SHAH ALAM, 3 Dec: The State Government will announce the new Petaling Jaya mayor to replace Datuk Mohamad Roslan Sakiman’s position by the end of this year.

Chief Minister Tan Sri Abdul Khalid Ibrahim said he had received a number of recommended candidates who are still being reviewed by the State Government.

“The State Government will start to determine which candidates are qualified to become mayor of the Petaling Jaya City Council (MBPJ) before the end of this year.

“The Chief Minister has been given some recommendations who are still under observation,” he told reporters after launching Innovation Day 2012 at the Silver Jubilee Hall, State Government Secretary (SUK) this morning.

Mohamad Roslan was previously directed by the Public Service Department (JPA) to switch to the position of Deputy State Secretary (Development) at the Selangor State Secretary Administrative Centre, effective last October 1st.

However, the directive was withdrawn and Mohamad Roslan continued as MBPJ mayor because the position is covered under the Local Government Act.

In the press conference, Abdul Khalid also said the State Government does not intend to appoint a new President of the Klang Municipal Council (MPK).

According to him, this is because Ehsan Mukri, as Acting President, has been performing his duties despite his appointment pending JPA’s decision.

“We still maintain Ehsan’s appointment as it takes into account his status as President of the Council.

“Even in terms of civil servants, his status has not reached that level, but the State Government agreed to provide additional funding in terms of salary and benefits as the President.

“However, when the JPA promotes him, he is no longer Acting, but becomes the President,” he said.

Studies Have Been Confirmed, Reparation of Landslide Areas Have Commenced

SHAH ALAM, 2 Dec: In addition to studies conducted to identify areas that are at risk to the occurrence of landslides, the Selangor State Government has also been actively conducting works to reinforce and repair land structures of landslide areas.

The land reinforcement works and road repairs involves areas that are sensitive and are at a high risk in Hulu Langat including areas that landslide incidents have occurred recently.

Chief Minister, Tan Sri Abdul Khalid Ibrahim said that the people in the Hulu Langat will have to be more prepared and alert towards any land movement, especially now, during the rainy season.

Last week, heavy rains caused a landslide small rubble behind the kitchen walls of the Perkid welfare home, near Kajang.

Meanwhile, on the 29th of November, five people were injured after their vehicle plunged in a landslide in Jalan Kerchau, near the Semenyih dam.

Consumer Affairs, Environment and Selangor Tourism Exco, Elizabeth Wong also reminded owners of private property to take responsibility for their own land.

“For land owners, they are responsible for their own land to build buffer zones in their respective areas. There has to be buffer zones.

“For residences that have extended their homes close to hills, be wary. If possible, change the usage of rooms near the hill.

“For example, if the extension room is used as a bedroom, convert it to something else as it is dangerous,” she said when contacted by TV Selangor.

Elizabeth also said that for the last three years, the State Government through the Ampang Jaya Municipal Council (MPAJ) with the collaboration of NGOs, has been actively conducting various awareness programmes in providing information on early signs of a landslide.

“Landslides do not happen suddenly. Before a landslide there are early signs that can be identified and if detected early, lives and property can be saved,” said Elizabeth.

According to Elizabeth among the first signs of before a landslide happens is the increasing inclination of trees, utility poles, retaining walls and fences.

Other signs include the soil becoming very wet, the sudden appearance of the springs, cracks and swelling of soil, streets or sidewalks, straight lines on the road becoming crooked, broken or leaking pipes.

Residents should be cautious if there is a door or window their house that cannot be closed as it should usually.

Regarding the same issue, Abdul Khalid said that he would announce the location of the landslide-prone areas after the State Government completes its research.

“We want to inform the people where the very sensitive places are because should we not give early notice, it could endanger the public. In a month’s time, I willl announce the areas which have been deemed to be sensitive areas.

“Residents (and), neighbours, need to be prepared,” said Abdul Khalid when met after the Mosque Management Workshop at the State Mosque recently.

MBSA Plans To Expand Over 24 Clean Zones, Mini Clean Zones Include Apartments

SHAH ALAM, 2 Dec: Shah Alam City Council (MBSA) will proclaim over 24 new areas as clean zones and Mini Clean Zones, including low and medium cost apartments.

Among the planned areas to achieve Clean Zone status in 2013 are Section 2, Section 3 and Section 4 in Shah Alam.

While the process of obtaining Clean Zone statuses have begun in Section 9 and Mini Clean Zone status for Section 19 in Shah Alam.

Shah Alam mayor Datuk Mohd Jaafar Mohd Atan said that this process will continue until the area manages to achieve the prescribed level of cleanliness before it can be given the status of Clean Zone or Mini Clean Zone.

MBSA will also continue efforts by convening a meeting with council members to seek the consent of establishing a total of 24 mini clean zones at council level.

“For high-rise housing, we will cooperate with the Joint Management Body (JMB) and the Housing, Building Management and Squatters Exco (Housing Exco).

“We will try to obtain funds from the ‘Ceria’ Fund from the Housing Exco,” he told TV Selangor yesterday.

According to Mohd Jaafar plans will be made in response to Chief Minister, Tan Sri Abdul Khalid Ibrahim educate the community on maintaining cleanliness instead of forcing them to.

“The area need not be too wide, 20 acres for each council members 20 and we will focus on the area because we want to raise the community’s awareness,” he said.

MBSA also plans to collaborate with the Selangor State Development Corporation (PKNS) to create clean zones in residential areas developed by the company.

MBSA Bags Main Award for Clean Zone

SHAH ALAM, 1 Dec: In addition to winning the main award for Clean Zone, Shah Alam City Council (MBSA) also bagged a majority of other awards in the Clean Zone appreciation night here, today.

MBSA was selected from 12 local authorities to receive the major award – ‘Award of Appreciation’ and ‘Selangor Clean Zones 2012 Award’.

MBSA also won awards in five out of the eight categories which include the Clean Zone Champion Award for City Council Group and Best Model Management Practice.

MBSA also won in the category of Selangor Local Authorities Monitoring of Cleanliness Criteria, Selangor Local Authorities Landscape Maintenance Criteria and the Selangor Local Authorities Public Facilities Maintenance Criteria.

Shah Alam Mayor Datuk Mohd Jaafar Mohd Atan described the victory as being the result of sincerity, commitment and responsibility from all parties involved in the MBSA Clean Zones campaign.

He credited the hard work of all officers, employees of MBSA, council members and the people of Shah Alam in cooperating to maintain cleanliness.

“Those three are the main factors of our success today and I, as the Mayor, am only the planner and a source of encouragement to them.”

“But they worked hard to achieve this. The success is their. My highest congratulations to them all,” he told TV Selangor.

The award giving ceremony was held at the Shah Alam Convention Centre today and was inaugurated by the Chief Minister, Tan Sri Abdul Khalid Ibrahim.

Besides MBSA, Ampang Jaya Municipal Council (MPAJ) won the Municipal Council award and Hulu Selangor District Council (MDHS) won the District Council award.

Meanwhile, the Klang Municipal Council won the Community Involvement category, Ampang Jaya Municipal Council (Documentation management), Subang Jaya Municipal Council (Maintaining Old Clean Zones) and Sabak Bernam District Council (Local Complaints Management).

The judging was done by a committee headed by the Dean of the University of Selangor (Unisel),Datuk Prof Dr Salleh Mohd Fuad.

In his opening address, Chief Minister, Tan Sri Abdul Khalid Ibrahim said that the people can be educated to take care of the environment by ensuring that the cleanliness of the area is increased.

“Singaporeans take good care of their country, however their attitude is lost when they come into Johor.

“This is because they feel that it’s alright to litter in Johor because they see Johor as being less clean as compared to their country.

“It is the same here. If someone enters a clean and organised shopping complex, they are hesitant to litter.

“However, when they enter a messy and dirty complex, they don’t mind littering everywhere,” Abdul Khalid said.

CM Starts Off Expedition Participants Promoting Selangor as a Tourist Destination

SHAH ALAM, 1 Dec: Chief Minister, Tan Sri Abdul Khalid Ibrahim today started off participants of the Suzuki Vitara 2012 Peninsular Expedition by Suzuki Club with the media to promote Selangor as a tourist destination.

The expedition, with about 50 participants and 15 four-wheel drive Suzuki Vitara, will travel 2,500 km through Peninsular Malaysia

According to Abdul Khalid,expedition participants can be considered as Selangor state ambassadors.

“Apart from introducing Selangor as a preferred destination, they also will introduce the Selangorku programme to show that the people of Selangor are following the developments of Selangor.

“They also want Selangor to be developed in a clean and orderly fashion by surveying the facilities and tourism environments of other states,” said Abdul Khalid.

He said this to TV Selangor after starting off the convoy at the Shah Alam Convention Centre Mall this morning.

The expedition was made possible with the cooperation and support of the Tourism, Consumer Affairs and Environment Exco.

The expedition is expected to take seven days and will end in Shah Alam, Selangor.

Peninsular Expedition Leader, Zulhizam Shahrani said that the expedition will bring a special message all the way across the peninsula through the ‘Selangorku’ message and the Selangor logo,

The expedition convoy will pass through 99% of toll-less roads and village paths not including off-road routes around Terengganu.


CM: Benefits of the Talam Debt Collection is for the People’s Welfare

SHAH ALAM, 30 Nov: Chief Minister, Tan Sri Abdul Khalid stressed that the Talam Corporation debt proceeds, valued at RM392 million will be channelled to benefit the welfare of the people.

During the winding up speech at the Selangor State Assembly (DNS), Abdul Khalid said that the land purchases of this GLC is capable of delivering high-value returns through residential and commercial development projects to be planned in the future.

“The results of the collection will save these lands from being confiscated and sold by the bank.

“In fact, we will use these assets to recover the Talam debts to GLCs through Menteri Besar Incorporated (MBI),” he said.

He explained that to make sure the debt is guaranteed to be collected, a comprehensive settlement agreement will be signed with Talam.

So far, the overall Gross Development Value (GDV) is worth RM4,146 million for lands purchased by Permodalan Negeri Selangor Berhad (PNSB) and the Selangor State Development Corporation (PKNS).

The lands are at Bukit Beruntung (PKNS) worth RM133 million, Bukit Beruntung (PNSB) worth RM2,378 million and Bestari Jaya (PNSB) worth RM1,635 million.

He further explained that the latest assessment on the land at Bukit Beruntung by the Selangor Land and Mines Office on the 26th of November found that the land is estimated to be worth RM475 million based on mixed land status.

This situation altogether reflects the State Government’s success in producing economic and social value through the Talam debt amortisation process.

CM Satisfied with State Assembly Proceedings, Confident In Solving Water Issues Through Discussion

SHAH ALAM, 30 Nov: The State Government is adamant that the Langat 2 Plant and the restructuring of the water services industry in Selangor should be discussed with the Federal Government to come to an understanding in resolving the issue.

Chief Minister, Tan Sri Abdul Khalid Ibrahim said that the State Government and the Federal Government should discuss thoroughly in finalising the restructuring of the water services industry under a Holistic Model.

He added that the current water services which is not holistic will continue to be an inefficient management of water and it would burden the consumers in Selangor, Kuala Lumpur and Putrajaya.

“Selangor Water Supply Company Limited (Syabas) will no longer be able to handle water distribution because of financial deficits and debts to water treatment operators worth more than RM400 million as well as failing to pay royalties worth RM3 million to the State Government ,” he said.

Abdul Khalid said this in a press conference after the closing speech of the Selangor State Assembly (DNS) today.

He also called on the people of Selangor to continue to support the restructuring of water services industry to ensure a more efficient water supply at a reasonable price.

In the meantime, he was satisfied with the way the DNS proceedings went which not only proves that the State Government has successfully presented a balanced budget, but it also managed to deliver the Talam White Paper and report the debt status regarding the restructuring of the water industry.

“I congratulate all members of the council who took part in the debate, I accept suggestions, criticism and arguments that can improve the State Government.

I would like to thank the Speaker, Datuk Teng Chang Khim for running the fifth term of the Assembly sittings smoothly and well,” he said.
