Selangor Budget 2014 Offers Varsity Scholarships

SUBANG JAYA, SEPT 23: Selangor’s Budget 2014 will be offering Chief Minister Scholarships with an allocation of RM1.1 million as a start.

The Exco for Education, Higher Education and Human Capital Development, Dr. Halimah Ali, said the scholarship will be awarded to postgraduate students via issuance of bonds in an effort to form a Selangor Brain Bank.

She said this will be presented during the 2014 Budget in November, which will commence early 2014.

“For the Education, Higher Education and Human Capital Development portfolio, we provide both short and long-term plannings for the people of Selangor.

“After providing successful services to the people of this state last term, Pakatan Selangor will further enhance our service with this offer,” she told reporters after the presenting the proposal during the State Budget Dialogue 2014 at the Grand Dorset Subang Jaya.

Halimah also added that among the things that will be implemented next year includes a Study of Social Policy Centre.

“This Centre will be governed by the local authorities with aims to investigate which state policies should be implemented. However, the cost needed to operate the Centre is still under discussion,” she said.

In addition, she also informed that RM11.6 million will be allocated by the State Government for the development of human capital.

In a presentation entitled ‘Mengehsankan Insan Di Selangor‘, seven short and long-term plans to address education, higher education and social ills will be implemented within the next five years.

Among them will be creating life-long learning, upgrading skills, creating Selangor Open Campus, IMBE skills programme, Sultan Salahuddin Idris Shah Centre of Excellence, and the enactment of Selangor Islamic Education, the Maahad Tahfiz Integration.

“This plan is currently being studied for implementation. For example, we want to create Maahad Tahfiz in each district. So far we have three and we need six more,” she said.

Selangor Fulfils Election Manifesto through a Five-Year Action Plan

The Selangor Government has drafted a Five-Year Action Plan to raise the socio-economic status of the people in Selangor to ensure that the people’s standard of living reflects a developed state.

The Five-Year Action Plan is based on strategies and measures proposed in the Selangor Pakatan Rakyat Manifesto for the 13th General Election (GE-13), which was recently discussed and debated at public dialogue sessions held by all 12 Local Authorities in Selangor.

The action plan was drafted during the three-day Executive Councillors’ retreat in Bangkok, where all EXCOs voiced issues that needed to be given priority, target groups, special programmes and the projected financial implications as part of the implementation strategy.

9.2

Among others, the EXCO has decided to:

1. Continue efforts to finalise the restructuring of the water industry and the distribution of water shares to the people of Selangor.

2. Giving rebates or other types of incentives to civil servants who use public transportation to commute from work at the SUK Building and to provided shuttle buses from public transportation networks especially from the Bus Terminal at Section 1 and the KTM Station at Section 19 to the SUK Building under the Selangor Public Transport Council which will be set up soon.

3. Centralise all entrepreneurship activities and programmes under the Selangor State Entrepreneurship Centre as a one-stop agency for entrepreneurial development.

4. Implement new policies for Affordable Quality Homes (AQH) through a semi-autonomous unit under the Selangor Housing and Property Board (LPHS).

5. Build an integrated database for all state-funded programmes, including welfare recipient’s statistics, and to introduce new programmes or enhance existing programmes to change the welfare mind-set to a Workforce mind-set.

6. Conduct a comprehensive study with the objective of establishing the Selangor Halal Scientific Laboratory to address the issues of halal certification.

7. Enhance the strength of community programme policies funded by the state government.

I would like to thank all EXCOs, senior state government officers and employees for their support, commitment and high level of discipline throughout the three-day session which took place, and as a result, we are able to showcase an action plan with a list of programmes or measures which will be undertaken in the short, medium or long term.

Although its implementation will not be easy, I am sure that we will all work hard to ensure that the people will eventually become the largest recipient from this action plan.

We also held a discussion with a company that owns many shopping malls in Thailand, the Central Pattana Group, which has invested RM500 million through subsidiary companies in Malaysia to build a shopping centre at i-City Shah Alam as move to make Shah Alam a new shopping paradise in this region.

The Selangor State Government is committed to manage state assets and resources entrusted by the people for the good of the people, especially to help the people of Selangor who are marginalised and less fortunate in line with the Merakyatkan Ekonomi Selangor agenda.

CM: Devise Strategies that Maintains Excellent Performance

KLANG, 18 September: The strategic location of the Klang Valley has made Selangor a major contributor to the country’s economy, said Chief Minister, Tan Sri Abdul Khalid Ibrahim.

According to him, the state is in a strategic position which is often the major destination of investors from within the country and abroad to invest in Selangor.

Abdul Khalid said that even though Malaysia is experiencing slow economic growth this year, Selangor will continue to devise new strategies to maintain the excellent performance achieved in the past year.

“We are not just lucky, but the strategic location of Selangor has resulted in many investors coming to this state.

“As an effort to boost economic development in Selangor and Malaysia, investment in the state should be expanded with a variety of investment activities and with various sectors involved so that it can be improved even more,” he said.

Abdul Khalid said this in a response to the statement by the Governor of Bank Negara Malaysia (BNM), Tan Sri Dr Zeti Akhtar Aziz, who said that Malaysia experienced slow economic growth for the second quarter of this year.

This has resulted in BNM having to review the Gross Domestic Product (GDP) for the second quarter of this year by only targeting 45 compared to 6% at the beginning of the first quarter of this year.

Earlier, Abdul Khalid officiated the new office building of YKGI Holdings Berhad, as well as the launch of the latest product of the company at the Sungai Puloh Industrial Area in Kapar, Klang, near here on 13 September.

Also present was the Executive Councillor in charge of Investment, Industry, New Village Development and the Whitening of Illegal Factories, Ean Yong Hian Wah, the YKGI Group Managing Director, Datuk Soh Thian Lai, and the Advisor of YKGI, Datuk Wahab Hamid.

Meanwhile, Abdul Khalid in his speech said that throughout the past five years, Selangor has managed to bring in 1,429 manufacturing projects from within and outside the country with a total capital investment of up to RM49.7 billion.

Last year, Selangor became the major contributor of investment in Malaysia by receiving RM11.7 billion from the total investment approved through the manufacturing sector.

Abdul Khalid said that the iron and steel project in this country has also received a total capital investment up to RM2.1 billion throughout the past five years.

“A total of RM1.5 billion comes from domestic projects and the rest are projects of foreign investors totalling to RM9.5 billion. The number of jobs created is 3,237 places,” he added.

CM: Gather Talented Engineers to Plan the State’s Development

BANDAR UTAMA, 16 Sept: The Selangor Government wants to gather as many talented engineers as possible to help in the planning or urban development in the state.

Describing it as important, the Chief Minister, Tan Sri Abdul Khalid Ibrahim, said that the need is becoming more urgent, especially in Selangor as it is rapidly developing.

“It is one of the challenges for Selangor to grab opportunities presented in the Greater Kuala Lumpur-Klang Valley plan.

“Talented engineers can help the state government develop infrastructure and efficient transportation system in major cities in the Klang Valley,” he said.

Abdul Khalid said this at the closing ceremony of the Engineering Invention and Innovation Expo (EINIX) 2013 organised by the Institute of Engineers, Malaysia here at the 1Utama shopping complex yesterday.

He hopes that the Institute of Engineers, Malaysia (IEM) is able to produce more talented engineers to help the state government realise an efficient network of infrastructure and public services.

“This is a challenge to IEM. Perhaps, IEM is able to find and feature more engineers through the organisation of this expo,” he said.

IEM which was established in 1959 is a professional body that serves over 30,000 members in Malaysia and abroad.

Themed ‘Commercialisation of Engineering’, EINIX was organised in conjunction with the Malaysian Engineering Week 2013 to showcase the creative inventions and innovative products from undergraduate and postgraduate students.

This year’s EINIX saw a total of 22 participants from eight local and international universities.

CM, 1,5000 Klang Citizens Celebrate Lantern Festival

KLANG, 14 SEPT: Despite the changing times, for the Tiong Hua community, the full moon which shines during the Mid-Autumn Festival still mean togetherness, family and unity.

Celebrated at the end of the harvest season, this festival celebrates separated families and reunion. This festival also commemorates the work of the peasant group, that struggles throughout the year and takes this opportunity to jointly share the harvest.

These beautiful values prompted the Chief Minister, Tan Sri Abdul Khalid Ibrahim, along with 1,00 citizen of Klang to celebrate the festival at Bandar Bukit Tinggi, Klang, despite the occasional drizzle throughout the night.

The banquet which was enlivened with the presence of citizens of Klang, from senior citizens to young children, including the Klang Member of Parliament, Charles Santiago, Member of the Datin Paduka Central Council, Dr Tan Yee Kew and the Chairman of the Bandar Bukit Tinggi Residents Association, Gan Ee Chai.

After giving a casual speech, Abdul Khalid, who is also the Port Klang Assemblyman, and the people celebrated with lion and dragon dances. Various firecrackers flooded the celebration with different colours and sounds.

Although special lanterns could not be released into the air because the rain did not allow it, the public respectively carried small lanterns hung at the end of short sticks. Lanterns were also hung at permitted areas. Indeed, this festival cannot be separated with lanterns, which brings a variety of meanings according to different beliefs and local history.

Once upon a time, in Pingxi, the village people released lanterns into the air to bring good news to neighbouring villages that they were protected from rogues.

In this celebration, Khalid and attendees carried lanterns and walked around Bandar Bukit Tinggi to meet and mingle with the people of Klang. Perhaps he also brought good news to the people of Selangor that we are one big family, and that their welfare is protected under the State Government under his leadership.

CM Willing to Meet Jalan Teratai Vendors

KLANG, 14 SEPT: Tan Sri Abdul Khalid Ibrahim yesterday expressed willingness to meet with Jalan Teratai vendors here in Meru to solve the problem of stall placement faced by these vendors.

The Chief Minister intends to meet with the vendors shortly after the 2014 Selangor Budget is tabled in November.

“I have no problem to meet with them (vendors) after the State Budget is tabled in November.

“We will explain what we can give to help them solve this problem,” he said when met after the State Government Manifesto Dialogue with the people here at Hamzah Hall.

Previously, the Klang Municipal Council (MPK) demolished the stalls at Jalan Teratai which were built illegally after receiving complaints from the owner of the land.

MPK also intends to hold a second phase of operation on houses owned by local residents which have been renovated illegally to be used as a shop and rented out to foreigners.

Water Restructuring to be Completed Later This Year

SHAH ALAM, 11 SEPT: The restructuring of the water industry in Selangor will be completed before 31 December this year after the State Government received confirmation from the Central Government.

Chief Minister, Tan Sri Abdul Khalid Ibrahim said that the matter was decided by the Minister of Energy, Green Technology and Water (KeTTHA) in a letter dated 9 September 2013.

In the letter, the Minister of KeTTHA, Datuk Seri Maximus Ongkili stated that the Ministry has considered all the arguments and facts presented by the State Government and is confident that it can be resolved.

“The State Government thanked the Ministers involved personally and gave their commitment to ensure that the water management will be handed back to the State Government in accordance with the Water Services Industry Act (Wasia) 2006.

“We reiterate our readiness to take over the water operations as soon as possible seeing that the solution to this problem has nearly been achieved,” he said in a press conference at the Sultan Salahuddin Abdul Aziz Shah Building in Shah Alam.

The letter also stated that the Ministry will hold a meeting with the share owners of the concession companies at the latest next week to discuss the process and procedures of the water restructuring which will be implemented.

“We (the Federal and State Government) have the same goal to settle this matter for the restructuring of the water industry in the state of Selangor,” he added.

Also informed is the provision of free water which will continue in the next few years as contained in the Selangor Pakatan Rakyat (PR) manifesto should the water industry restructuring be completed.

CM: KUIS Aims to Achieve University Status in 2016

BANGI, SEPT 10: To continue efforts to strengthen knowledge, the Selangor International Islamic University College (KUIS) seeks to achieve full university status by the year 2016.

Chief Minister, Tan Sri Abdul Khalid Ibrahim said that as a move to realise the plan, efforts to offer graduate and doctoral degrees are being pursued.

“This effort will begin with upgrading works and adding several new programmes at the undergraduate level in order to be competitive and keep pace with the changing times.

“In addition, diploma and degree students are also expected to make KUIS their preferred institution to further their studies in their masters degree as well as their doctorate in philosophy,” explained Abdul Khalid who is also the Chairman of KUIS.

Abdul Khalid said this at a press conference after the First Session of the 16th time of the KUIS Convocation Ceremony today.

KUIS which is wholly owned by MAIS was established in 1995. KUIS offers over twenty courses covering a variety of subjects such as Islamic studies, business studies, Islamic banking, language and communication, information technology, multimedia, nursing and education.

KUIS is now actively improving the quality of learning at the institution in line with the entry target of 6,000 students next year.

This year’s edition saw a total of 1,896 students from six faculties eligible to receive their respective Diplomas and Degrees which was presented by Abdul Khalid.

Also present at the convocation was the Exco in charge of Education, Dr Halimah Ali, the Reactor of KUIS, Assoc Prof Datuk Dr Abd Halim Tamuri, members of the Selangor Islamic Religious Council (MAIS) as well as parents and family members of the students graduating.

The convocation this time also awarded diplomas to 500 teachers of Al-Quran and Fardu Ain (KAFA) classes from around Selangor who were enrolled in the Teaching Diploma programme.

The Teaching Diploma for KAFA teachers is part of on-going efforts in promoting Islamic education for the children of Selangor.

Pink Wave Running for Peace

KLANG, SEPT 8: At least 11,000 participants wearing pink T-shirts, including the Chief Minister, Tan Sri Abdul Khalid Ibrahim, took part in the ‘Run For Peace 2013’ to promote peace and harmony among the society.

People, from the elderly to youth and children gathered as early as 5.30am in Taman Klang Jaya. The run was organised by the Malaysian Soka Gakkai Association, and was officiated by Abdul Khalid.

Also celebrating the event was the Vice-President of the Klang Municipal Council, Ehsan Mukri, and the Chairman of the Soka Gakkai Association of Selangor, Johnny Ng Teck Sim.

Before the eight-kilometre run, participants did warming-up exercises en masse. The presence of Abdul Khalid was welcomed and he was immediately swarmed when he got out of his four-wheel drive vehicle.

“It is hoped that this programme will create public awareness on the importance of peace in order to create a harmonious society,” said Abdul Khalid.

While waiting for the run to start, the crowd was entertained by a Flash Mob, Chinese drums and Kung Fu-styled acrobatics from the Selangor Soka Gakkai Youth.

The morning atmosphere was very enlivening when the crowd made repeated human waves and interacted with each other.

The biennial programme which started in 2005 began with only 1,000 participants. Two years ago, the Run for Peace recorded 8,000 entries.

The programme which was held on September 7 was held simultaneously in all state capitals except for Alor Setar, Kota Bahru and Kuala Terengganu.

“It was a very impressive morning, and this is what we hope to achieve – to foster the sense of family and a healthy lifestyle, to sow the spirit of friendship and mutual trust among us us. Peace grows out of these things,” said Johnny.

The programme ended at 9am.

Anwar: Umno-BN Government Should Upgrade Infrastructure Before Making it Compulsory to Pass the English Language

SHAH ALAM, SEPT 7: The Umno-BN Government has been urged to improve infrastructure for the learning of the English language by year 2016 before implementing the policy to make it compulsory for students to pass the subject in the Malaysian Certificate of Education (SPM – Sijil Pelajaran Malaysia).

Parti Keadilan Rakyat De Facto Leader, Datuk Seri Anwar Ibrahim said that the absence of adequate learning facilities, especially in rural areas, only adds burden to students and teachers.

“Making it a compulsory to pass in inadequate conditions, including the quality of teachers, learning facilities and library facilities in rural schools, as well as Chinese and Tamil vernacular schools. The policy should be reviewed first,” said Anwar.

Prior to this, the Minister of Education, Tan Sri Muhyiddin Yassin announced that it would be compulsory to pass the English language subject in the SPM by year 2016 in conjunction with the launch of the Malaysian Education Development Plan 2013-2025.

“This is the problem of Ministers and political leaders who do not have continuity with the realities happening at the bottom,” stressed Anwar.

He said this during a press conference after delivering his keynote address at the World Islamic Revival Seminar at the Silver Jubilee Hall at the Sultan Salahuddin Abdul Aziz Shah Building.

Also with Anwar was the Chief Minister of Selangor, Tan Sri Abdul Khalid Ibrahim.

Anwar also reiterated calls from many groups who want the Federal Government to raise and preserve the Malay language by ensuring that all students master the official language well.

“Mastering the Malay language should continue to be improved in terms of quality. This should be clear in policies and it is a master plan which should be done,” he stressed.

Mega Wedding For 112 Happy Couples

SHAH ALAM SEPT 2nd: At least 112 pairs of bride-and-groom in Selangor will be celebrating together in a mega wedding later this year.

Exco of Youth, Sports, Infrastructure and PublicAmenities Dr Ahmad Yunus Hairi said they are targeting two pairs of bride-and-grooms from 56 Selangor State Aassembly to participate in the programme.

“This Mega Wedding ceremony will be held at the end of this year in conjunction with the launching of Selangor Agro Festival (SAF).”

“This is an initiative by the State Government through “The People’s Economy” programme to help ease financial difficulties for young Selangor couples wish to marry to enjoy a happy day while receiving assistance to start a new life as husband-and-wife,” said Yunus Hairi.

The cost of wardrobe outfitting and ceremonies for each pair will be fully funded by the State Government.

Yunus Hairi said his office is asking couples in Selangor who wish to get hitched to register with the state government immediately in order to qualify themselves for the RM500 Marriage Incentive and the Affordable Home Ownership (RMM).

“This registration allows the State to catalogue the number of marriages to be held in the state, and provide assistance with the process of giving incentives to those who qualify.”

“From this data, we will also channel the qualified couple’s informations to the Selangor Housing and Property Board (LPHS) for them benefit from the Affordable Homes scheme (RMM), ” he said when contacted by Selangorkini.
