Takeover of Water Services In 14 Days

SHAH ALAM, 30 JAN: The State Government will be taking over the water services industry in 14 days, altogether ending the water supply management crisis in the Klang Valley and Selangor which has been going on for more than five years.

This effort is a result of the statement by Deputy Prime Minister, Tan Sri Muhyiddin Yassin recently that the Federal Government does not have a problem with Selangor’s efforts to restructure the industry.

The notification of the takeover of water management from the concessionaire was made through a letter which was written by the Selangor Government to the Minister of Energy, Green Technology and Water, Datuk Seri Peter Chin Kah Fui.

After 14 days, the State Government will begin payment negotiations with four concession companies to takeover the management of all water industry assets that involve supply, treatment, up till the distribution of water.

This decision was announced by Chief Minister, Tan Sri Abdul Khalid Ibrahim in a press conference after chairing the Exco meeting recently.

According to Abdul Khalid, the period of 14 days is starting from February 4.

“We hold to the Deputy Prime Minister’s statement, as the Chairman of the Cabinet On Water, Tan Sri Muhyiddin Yassin, in Sabak Bernam recently.

“(He) stated that the Federal Government has no objection for the Selangor Government to takeover the water services.

“Thus, in the letter, we have informed that the acquisition of the water services industry will continue during the 14 days if the ministry does not give any response,” he said.

Muhyiddin was reported saying that the Federal Government, since before this and currently, want the issue of water services to be solved by the State Government.

At this point, the operations of treated water is being managed by concessionaires, Puncak Niaga Sdb Bhd, Syarikat Pengeluar Air Sungai Selangor Sdn Bhd (SPLASH) and Konsortium ABASS Sbd Bhd.

Meanwhile, the distribution of treated water is being operated by concessionaire, the Selangor Water Supply Company (Syabas – Syarikat Bekalan Air Selangor).

Abdul Khalid said that the offer price to the four companies will be determined through a process of international arbitration.

The State Government will abide by the decision of international arbitration in the event that it is decided that the State Government will have to pay more than the original offer.

On 31 January 2010, the State Government had offered compensations worth RM9.27 billion. However, the amount was rejected by all the involved companies.

“In a letter written by me, I will make an offer which will be accepted (by the concessionaires).

“If there is any price difference in price, the Federal Government has to agree for this matter to be brought to international arbitration,” he added.

Efforts to takeover the water services from the four companies is part of the Selangor Pakatan Rakyat Government’s objectives in restructuring the water industry.

This is to ensure clean water supply to the five million people of Selangor can be distributed efficiently and at an affordable price.

The State Government is of the opinion that the water management under the four companies, primarily Syabas, is not satisfactory.

This is following Syabas original plan to increase the price of water by 37 percent, even though the company failed to reduce non-revenue water, which is water that is lost due to theft and leaking pipes, which now stands at 30 percent.

Syabas had also failed to properly maintain the water distribution resulting in the water crisis in Ampang, Cheras and Gombak early this year that caused 500,000 consumers to not receive water supply.

UNISEL Awards Scholarship To 50 Students For Foundation Studies

SHAH ALAM, 30 JAN: To provide comprehensive educational opportunities to students of Selangor, Yayasan Selangor (YS) allocated scholarships worth RM400,000 for 50 foundation studies students at the University of Selangor (UNISEL) for the year 2013.

The amount given to students increased compared to RM273,000 for 39 students who received the scholarship last year.

Unisel Vice Chancellor, Prof Dr Anuar Ahmad said that the foundation programme students of Unisel are fortunate because of the university has the lowest tuition rates compared to other Private Institutes of Higher Education (IPTS).

In fact, other private institutes do not offer scholarships to their students, said Anuar.

“Although the tuition fee is low, it does not mean that the quality of Unisel is low.

“Therefore, it is hoped that students who receive this scholarship will use this opportunity to its fullest,” said Anuar after the YS Scholarship Presentation Ceremony to Unisel foundation studies students.

Also present – YS General Manager, Ilham Marzuki; Deputy Vice Chancellor of Student Affairs, Assoc Prof Zainal Abidin Kidam and YS Educational Funding Manager, Hanizan Ibrahim.

Meanwhile, Ilham said that the financial provisions for the scholarship came from a joint business venture with the State Government.

“Do not waste this contribution, it is not money from income tax but collections of rent and joint projects.

“We managed to cover all leakages from before. There was a lot of money, but there were more leakages,” he said.

The scholarships were given to foundation students, among them were scholarships for Foundation in Management, Foundation in Education (TESL), Foundation in Information Technology and Foundation in Science.

For the record, a total of 2,71 students have pursued foundation studies at Unisel since 2007 to 2012.

Scholarship recipient from year 2012, Muhammad Amy Ashraf Jamal, 22, said that the scholarship managed to reduce the burden of his family and went on to become a motivation for him to achieve a 4.00 CGPA.

The Foundation in Management student hopes to maintain his excellent results so that he can continue his education at a higher level.

R. Kanageswari, 19, also a student of management studies, added that she was excited when informed that she was chosen to receive the scholarship.

She said that the opportunity given will be used wisely because it is not easy to be selected.

Another recipient, Song Li Jing, 19, a student of science and biotechnology said that she was grateful to have been chosen.

“Coming from a less fortunate family and being the eldest of four siblings, I truly appreciate it. At first I was surprised to have been chosen, I did not think I was qualified,” she said.

Dakwah (Missionary) Month Launched, To Be Annual Event

SHAH ALAM, Jan 24: Beginning this year, the Selangor Islamic Religious Department (JAIS) will make the Dakwah Month programme an annual event.

The programme is held to encourage the Muslim community, particularly in Selangor, to re-embrace their true task and role to spread the message of Islam.

According to Selangor State Secretary Datuk Mohammed Khusrin Munawi, various programmes will be held to promote the Dakwah Month campaign.

“Among the programmes held were Youth Leisure, Love Allah S.W.T, Missionary Visits, Ideal Personality Development, Rakan Muda Missionary, The Beauty of Being Murabbi People, as well as others,” according to the text of his speech which was read aloud by JAIS Director Datuk Marzuki Hussin.

The speech was read during the Selangor Maulidur Rasul Celebration which was themed ‘Wasatiyyah (Moderation) the Pillar of Muslim Unity’ at Malawati Stadium this morning.

Earlier, His Royal Majesty the Sultan of Selangor, Sultan Sharafuddin Idris Shah launched the 2013 Dakwah Month.

Accompanying him was Chief Minister of Selangor, Tan Sri Abdul Khalid Ibrahim.

The programme which began concurrently with the Maulidur Rasul celebration today will end on the 28th of February.

Academic Freedom Forum: 12,000 Witnessed Live Broadcast on TV Selangor

KUALA LUMPUR, 23 JAN: More than 12,000 viewers witnessed the online live broadcast of the Academic Freedom and Rights Forum which was transmitted by TV Selangor from the Chinese Assembly Hall here last night.

The amount recorded is encouraging because audiences, apart from those in Malaysia, were from all over the world such as Brunei, Singapore, Britain, Saudi Arabia, Switzerland and other places.

The forum that lasted for more than four hours featured a panel which consisted of Constitutional Expert, Dr Abdul Aziz Bari, Dr Maszlee Malik and Universiti Utara Malaysia (UUM) law student KS Bawani as well as moderator, Muhammad Kamil Abdul Munim from the International Islamic University of Malaysia (IIUM).

The forum was organised by the Independent Youth Group (Kami) and Youth Solidarity Malaysia (SAMM) which also successfully managed to attract 200 spectators who were present to witness the forum.

The academic freedom forum was organised to provide clarification on the incident involving Bawani who was denied the right to speak by the President of 1Malaysia Women’s Voice, Sharifah Zohra Jabeen Syed Shah Miskin in a forum at Universiti Utara Malaysia (UUM) on the 8th of January.

Chinese, Indian Nationality Dispute: Aziz Bari Recommended Police to Investigate Mahathir

KUALA LUMPUR, Jan 23: Expert of the Constitution, Dr Abdul Aziz Bari recommended that the police investigate former Prime Minister, Tun Dr Mahathir Mohamad on the issue of giving citizenship to foreigners in Sabah to achieve a particular result in the election.

In fact, the actions of Dr Mahathir for bringing in the First Prime Minister, Tunku Abdul Rahman Putra’s granting of citizenship to the Chinese, Indians and other races before independence is irrelevant and ridiculous.

He said that the issue will surely raise dissatisfaction among Malaysians of Chinese or Indian descent.

“It’s like disputing that the Chinese and Indians are getting citizenship rights, like it is not in accordance with the law.

“There should be someone to make a report to the police and the police to investigate Dr Mahathir,” he said yesterday in the Academic Freedom and Fundamental Rights Forum at the Chinese Assembly Hall, here.

Dr Aziz said what Tunku Abdul Rahman did was transparent and open, based on recommendations and negotiations and not cheating.

He said the Royal Commission of Inquiry (RCI) which is currently conducting an investigation should investigate fraud committed involving Dr Mahathir.

“Until now anyone can apply for citizenship in accordance with the rules. What Dr Mahathir did in 1994 was done surreptitiously–Project M with thousands (of citizenship) given to people of the Philippines and others,” he said.

In relation to free education as promised by Pakatan Rakyat (PR), Dr Aziz said that previous claims that bankruptcy will happen should free education be given is unfounded given the proof shown by the PR-led Selangor Government in carrying out various programmes.

‘Listen’ Phenomena Because University Is Only A Place To Make A Living

KUALA LUMPUR, 23 JAN: Constitution Expert, Dr Abdul Aziz Bari explained that academics have to liberate themselves from any censure, and not just make the university as a place to earn a living.

“That is why now we hear all sorts of things, someone who is not qualified to become a professor becomes a professor, someone who is not qualified for a PhD gets a PhD, thus you can imagine how student quality is.

“That’s why things like Listen, Listen, Listen happen.What’s more serious is that she will not listen to others but wants them to listen to her,” he said yesterday as a panelist of the Academic Freedom and Fundamental Rights Forum in the Chinese Assembly Hall, here.

He said that academic freedom is where an academician is allowed to talk, teach and disseminate knowledge according to their discipline and approach just like they are instructors of law and constitution that has its own approach.

“What happened to Bawani is not something new. even I am not allowed into IIUM when invited to be a panelist in a forum organised by students.

“After such an incident happens, all parties, including ministers, and deans run off. This is what is happening in universities now,” he said.

Another panelist, Dr Maszlee Malik said that the universities in this country today act like factories that create labour that is needed by the market.

“The market needs engineers, doctors and architects of a certain number thus, it is produces as much as needed regardless of quality and impact of knowledge on society.

“So the poor remains poor, paupers remain paupers while the rich get richer by acquiring projects through leakages corruption and so on.

“University graduates that are produces continue to remain silent and are only implicit i their respective jobs,” he said.

According to him, universities that should produce knowledgeable groups, no longer play its role.

“For academics who have an interest, they just look at their political masters to acquire title and rank. They are afraid to receive a letter of reprimand,” he said.

Apart from Dr Aziz Bari and Dr Maszlee, the other panelist was Bawani KS, the UUM student that got attention regarding the ‘Listen, Listen, Listen’ video clip on YouTube.

‘I’m Not A Hero, I Just Want The People To Get Free Education’

KUALA LUMPUR, 18 JAN: Education is the right of every citizen, just like shelter and food, and I am also not a hero to be exalted because I believe that there are many more fighters carrying out various efforts, better than me, for the sake of the people, said KS Bawani.

Bawani who is now in her second year of law degree at University Utara Malaysia (UUM) received various support from all walks of life for her courage in voicing the idea of free education in a forum.

The footage from the forum saw how Bawani’s argument was brought to a halt by the actions of the forum moderator, Sharifah Zohra Jabeen Syed Shah Miskin who took away the microphone which was in front of Bawani as she was delivering her arguments.

Following the incident, she is now a household name and has become an icon of university students who are bold in voicing their views that are clearly against government policies.

“Do not look at me as though I am in the sky because I am only a short human who is voicing in demand for justice for all.

“I am confident that Malaysia is able to provide free education like those exercised in countries like Cuba, Brazil, Argentina which have less national income than Malaysia.

“Education is not a business, commodity or a good that can be bought and sold, it is the right of every human being,” said Bawani.

Bawani, who also holds a Bachelor of Psychology from the National University of Malaysia (UKM) attended a press conference today organised by the organisation that she herself is a coordinator at, Coalition to Demand for Free Education (GMPP) at the Kuala Lumpur and Selangor Chinese Assembly Hall here, this morning.

According to her, students should be freed from the shackles of leaders or the government to ensure the rights of students in expressing their views and new ideas for the sake of the country’s development as enshrined in the National Constitution.

“It needs to be implemented in our daily life and not just on paper.

“The university should also be neutral and independent without being blanketed by efforts to ‘brainwash’ certain quarters.

“Let students assess themselves what is good, and what is bad,” said Bawani.

At 28 years old, Bawani is consistent in her fight and is even active in non-governmental organisation (NGO) movements in fighting for the rights of the people since she was in her teens.

Since being involved in NGOs such as the Communication Development Centre (CDC); the main wing of the Socialist Party of Malaysia at the age of 19, Bawani has actively been giving extra classes for free at estates and villages.

Malaysian University Students Join With Bawani

KUALA LUMPUR, 18 JAN: Groups of university students throughout the country today expressed their support for KS Bawani who is becoming more known because of a video recording of a forum titled “Seiringkah Mahasiswa dan Politik?” (Are Students And Politics in Tandem?) at Universiti Utara Malaysia (UUM).

Located at the Kuala Lumpur and Selangor Chinese Assembly Hall (KLSCAH) here this morning, representatives of various student groups filled the space of a media conference titled ‘Students Solidarity With Bawani’ organised by the Coalition for Free Education (GMPP) to express strong support for the second-year student majoring in Law at UUM.

“We congratulate sister Bawani for her high spirit of socialism in opposing the culture of stupidity formed by the government regime at higher institutes of education for a long time.

“We also consider her spirit as one of the triggers for the people’s uprising as a whole to fight against tyranny and oppression of the regime,” said a student activist, Khalid Ismath in her solidarity speech this morning.

Meanwhile, a representative from Malaysia Youth and Student Democratic Movement (DEMA), Lee Kok Wai demanded for the President of 1Malaysia Women’s Voice (SW1M – Suara Wanita Satu Malaysia), Sharifah Zohra Jabeen Syed Shah Miskin to openly apologise to Bawani for her action of depriving Bawani’s right to speak as a student.

“We demand that she apologise for her priggish attitude and arrogance.

“We also hope that (university) students from across the country has the same spirit as Bawani to oppose this ‘listen’ culture,” Kok Wai explained.

However, Bawani in her speech said that personally she never intended to claim an apology from Sharifah, she even asked for negative comments against Sharifah to be stopped.

“This is not my issue, it is not Sharifah’s issue and I ask please do not associate this with racist issues.

“Instead, we have to unite to fight for a more important issue which is the issue of free education and students’ right to speak,” said the young lady who also holds a Bachelor of Psychology from the National University of Malaysia (UKM).

Recently, virtual citizens in particular, were served with the forum footage which clearly shows Bawani being denied the right to speak and express her views due to the immature actions shown by Sharifah Zohra who was acting as the forum moderator.

Following the disclosure of the footage, Sharifah Zohra received criticism from many quarters, including from Umno-BN themselves that describe her actions as outrageous.

Instead, Bawani has become an icon to students, receiving thousands of congratulatory and solidarity messages for her courage to argue for free education at a forum organised by SW1M, which is seen as a form of student ‘brainwashing’ programme.

HKR 112: Pinnacle of Success For All Assemblies and Demonstrations

KUALA LUMPUR, 18 JAN: The presence of hundreds of thousands of people at Merdeka Stadium in conjunction with the People’s Uprising Assembly 112 (HKR112) on 12 January is the pinnacle of success to all assemblies since 1998 because the police finally bowed to the desires of the people to peacefully assemble.

According to HKR112 Committee member, Hishamuddin Rais, the police had to comply with the desires of the people who wanted to gather which has never before happened at any previous rallies.

“If previously the act of rallying was criticised heavily because it could jeopardise national security, finally, after 15 years of our struggle for justice, the police had to give way to our rights that has all these time been denied,” said Hishamuddin.

HKR112 this time was different from the Bersih 3.0 rally because then, there was violence when the police tried to stop the people from voicing their rights.

“HKR112’s success is not due to transformation by the Prime Minister, Datuk Seri Najib Razak but the presence of people of all races and ages that gathered and were allowed to speak out,” said Hishamuddin.

He explained that the real meaning of an assembly is not just to struggle against police violence of the Federal Reserve Unit (FRU) but to fight against the despotic leaders and the ignorance of the people’s rights.

When asked if such rallies will be organised should Pakatan Rakyat (PR) rule in Putrajaya and still does not fulfil promises demanded at HKR, Hishamuddin said yes and that the people have the right to refuse any tyrannical leaders and governments.

He said this as a panel member at the Post KL112 Forum titled ‘Impact and Direction of the People’ organised by Pak Sako Academy located at the Selangor Chinese Assembly Hall, Kuala Lumpur (KLSCAH) last night.

The successful organisation of the last People’s Uprising Assembly (HKR112) which was carried out without violent incidences is a continuity of all rallies and demonstrations held since 1998.

During that time, Datuk Seri Anwar Ibrahim was stripped of his position of Deputy Prime Minister and was accused of involvement in a sodomy case causing the people to hold street demonstrations against the Umno-BN Government which was led by Tun Dr Mahathir Mohamad.

Also present as panelists were PKR Deputy President, Azmin Ali and lyricist of the song Awan Nano, Hasmi Hashim and was attended by over 200 participants.

Azmin: HKR112 People’s Clear Message For EC To Be Fair

Kuala Lumpur, 18 JAN: The Chairman of the Election Commission of Malaysia (EC), Tan Sri Abdul Aziz Mohd Yusof has been urged to immediately clean up the electoral roll before the upcoming 13th General Elections (GE-13) or be ready to face legal action.

PKR Deputy President, Azmin Ali said that the People’s Uprising Assembly (HKR) which was attended by hundred of thousands of people in the country on 12 January gave a clear message to the EC that the people have the right to receive justice through an electoral system that is transparent and fair.

“The people are entitled to justice because there is a wealth of evidence showing that the transparency of the electoral system in the country is tainted to protect the Umno-BN government to continue to stay in power.

“The Chairman of the EC in Indonesia is currently in jail for cheating the people in the elections and if PR governs Putrajaya, we will do the same for the justice of the people,” he said.

He said this while being a panel member at the Post KL112 Forum titled ‘Impact and Direction of the People’ organised by Pak Sako Academy located at the Selangor Chinese Assembly Hall, Kuala Lumpur (KLSCAH) last night.

The forum was attended by over 200 people and was broadcast live by Bangsar Utama Web Radio. Among the other panelists were former student activist, Hishamuddin Rais and famous lyricist Hasmi Hashim.

Azmin added that there is clear evidence of the existence of phantom voters in the electoral roll through the Election Win System (SISMEP) introduced by PKR, however till now the EC remains silent without any action taken.

Recently, when investigations were carried out by the Royal Commission of Inquiry (RCI) regarding the issue of illegal immigrants in Sabah, several high officials in the Sabah Registration Department (NRD) admitted to providing identification cards to illegal immigrants who did not qualify.

Former Director of NRD Sabah, Ramli Kamarudin and the former chief of Tamparuli NRD, Yakup Damsah admitted to the matter and stayed over at the house of Tan Sri Abdul Aziz Shamsuddin, who was the political secretary to Tun Dr Mahathir Mohamad, to issue blue identity cards to foreigners solely for the purpose of the elections.

CM: Never Received Kius Staff Memorandum

SHAH ALAM, 16 JAN: Chief Minister Tan Sri Abdul Khalid Ibrahim informed that the State Government never received any complaint memorandum regarding the freezing of annual salary increase and adjustments from the staff of Selangor Islamic University College (KUIS).

In a brief reaction, Abdul Khalid said that the issue of withholding salary increase is not imposed to all employees despite their contractual status.

“I remember as a board member of KUIS, all this is in accordance with service procedures. According to usual procedures, in my opinion, if necessary, salary increase should be given and a raise will be given.

“I do not see (issues) regarding withholding salary increase because even if someone is working on a contract basis, usually this issue does not arise.

“I did not receive any memorandum from officers involved in this issue,” he said at a press conference after the Exco Meeting.

Previous media reports quoted that the freezing of annual salary increment began in 2011 which involves about 200 KUIS staff, including lecturers apart from the downturn in new student registration.

Abdul Khalid added that the reduction of students which allegedly before this could have been increased seeing that there has been many requests to enter KUIS.

“(Reduction) is no problem, it can be increased. Actually the demand to enter KUIS institution is plentiful, but we want to determine the appropriate channels,” he said.
